European Weight Pull League

Standing Rules

Sektion 1 - Weight Pull Season.
A:
1. february - 31. september.

Sektion 2 – National Championship
A:
National championship is held in august or the first weekend of september.
B: Location of the championship is decided by the Board of Directors.
C: Qualification for the championship requires the dog to attend atleast 2 EWPL sanctioned shows during the season, and achieve atleast a EWP 2 titel.
D: Classwinner in a two-day show is the dog who pulls most weight pound for pound (P4P) in its class.
E: Classwinner in a one-day show is the dog that pulls most weight pound for pound (P4P) in its class.
F:  Entry-fee is limited to a maximum of 25 Euro per day.
G: Members of the national organisations sanctioning EWPL events shall have a discount on the entry-fee.
H: The dog must be atleast 18 months old to qualify for the national championships.
I: For national championships the classes will not be divided into heavyweight and lightweight. Dogs will only compete against dogs in their own class.

Sektion 3 – International Championship
A:
International championship is held in september.
B: Location of the championship is decided by the Country Representants in the beginning of the season.
C: Qualification for the championship requires the dog to attend atleast 2 EWPL sanctioned shows during the season, and achieve atleast a EWP 2 titel.
D: Classwinner in a two-day show is the dog who pulls most weight pound for pound (P4P) in its class.
E: Classwinner in a one-day show is the dog that pulls most weight pound for pound (P4P) in its class.
F: Entry-fee is limited to a maximum of 25 Euro per day.
G: Members of the national organisations sanctioning EWPL events shall have a discount on the entry-fee.
H: The dog must be atleast 18 months old to qualify for the national championships.
I: For international championships the classes will not be divided into heavyweight and lightweight. Dogs will only compete against dogs in their own class.

Sektion 4 - EWPL Sanctioned Shows
A:
An EWPL sanctioning-form must be send to the Board of Directors atleast 30 days in advance.
B: All papers must be filled out and send to the Board of Directors within 7 days after a sanctioned show.
    a. This includes Resultreport, Organisers report, Headjudges report and Veterinary report.

Sektion 5 – Weight Classes
A:
EWPL´s weightclasses are as following:
-20: 0 - 19,99 kg
-25: 20 - 24,99 kg
-30: 25 - 29.99 kg
-37: 30 - 36.99 kg
-44: 37 - 43.99 kg
+44: 44 - unlimited
B:
Pound for Pound and Most Pulled Weight will be rewarded in lightweight and heavyweight, except for championships.
C: Lightweight is class A, B and C.
D: Heavyweight is class D, E and F.
E: Lightweight and heavyweight has seperate Pound For Pound and Most Pulled Weight.
F: Changing of the weightclasses can only be done with a 2/3 majority of the members of the Board of Directors of EWPL.

Sektion 6– Weigh-In
A:
All dogs entering a EWPL sanctioned show must be weighed in.
B: For a two-day show it is only required to weigh in one time.
C: Weigh in for a two-day show will be on the first day. Dogs that are only competing the second day will be weighed in prior to entering.
D: All weights must be recorded with two decimals (ex. 22.30).
E: The official who is overseeing the weigh-in can limit the amount of attemps to weigh in a dog, but no less than two times.
F: The handler must weigh the dog(s) in at the set time. If late, the dog will not be allowed to compete and no fee will be returned.

Sektion 7 – National Pointsystem
A:
EWPL recognize national points in each weightclass.
B: The national pointchampion is the dog who have earned most points. Points will be rewarded the dog from all EWPL sanctioned events during the season.
C: All dogs will regardless of weight be placed in the same tabel.
D: Only points acheeved in official EWPL sanctioned shows will be recognized.
E: All dogs competing has the same chance to earn points.
F: To earn points the dog is required to complete atleast one pull in its weightclass.
G: The dog will receive points for titles earned (tabel below).
H: The dog also receives points for best Pound for Pound and Most Pulled Weight.
I: Every country under EWPL has individual points.
J: Dogs competing outside of their own country will earn international points in that country.
K: Internationally earned points will be counted in the national points.

Group Winner 10 points (for championships a 5 point bonus is rewarded)
Second Place 7 points
Third Place 4 points

For titles earned the dog will receive the following points:
EWP1: 1 point
EWP2: 2 points
EWP3: 3 points
EWP4: 4 points
and so on..

Following points are rewarded outside the classes:
Pound For Pound Lightweight 10 points.
Pound For Pound Heavyweight 10 points.
Most Pulled Weight Lightweight 5 points.
Most Pulled Weight Heavyweight 5 points.

Sektion 8- International Pointsystem
A:

Sektion 9- EWPL Titles
A:
Titles for carpet and natural surface:

-10 times dogs weight: EWP1
-15 times dogs weight: EWP2
-20 times dogs weight: EWP3
-25 times dogs weight: EWP4
-30 times dogs weight: EWP5
-35 times dogs weight: EWP6
-40 times dogs weight: EWP7
-45 times dogs weight: EWP8
-50 times dogs weight: EWP9
-55 times dogs weight: EWP10
and so on..

B: Dogs can only earn one title per EWPL sanctioned show.
C: a. When a dog have acheaved EWP4 or higher at three different competitions the dog will get title EWP4 CH.
    b. If the dog acheave EWP4 or higher at five shows or more the dog is EWP4 GR CH.
    c. If the dog has two EWP5 and one/or more EWP4 the dog is a EWP4 CH.
D: Titles will be earned at the end of the season.

Sektion 10 – Criterias For Competing In a EWPL Sanctioned Weightpull Show
A:
No dogs under 18 months of age can compete officially (check novice-dogs section for inofficial requirements).
B: All dogs must meet the national requirements for vaccinations (parvo etc.). EWPL recommends the following vaccinations: Leptospiroris, åØåKennel Cough and Rabies (for international travelling).
C: All vaccinations must be approved by local, state or national authorities in the country the show is held in.
D: All dogs must have either a tattoo or a chip for identification.
E: Use of drugs designed to enhance the dogs competitive level such as steroids and painkillers is stricktly forbidden. If anyone is found to violate this, the handler will be excluded from EWPL shows for life and the dog in question will be excluded for the remaining of the season.
F: The head-judge and the veterinarian will do a healthinspection of each dog entering the show. Both can disqualify a dog they dont see fit.
G: Entry-fee will only be refunded if the dog is pulled out of competition prior to the show begins.
H: All handlers must sign a statement that says the dog has no injurys and has been fit the days up to a show. This will be asked during weigh-in.
I: No bitches in heat are allowed to enter a show. No bitches in heat are allowed in the show-area.
J: No pregnant or lactating bitches are allowed to enter a show (atleast 8 weeks after giving birth).
K: All dogs must compete in a approved harness. The harness cannot stretch more than 75 centimeters behind the dog, measured from the base of the tail to the point where it is attatched to the cart. This will be checked during weigh-in.
L: Individuals who participate in illegal activities with their dog(s) are not allowed to participate in EWPL shows.

Sektion 11 – Criterias For Competing As a Novice Dog (Inofficial Competitor)
A:

N: Dogs competing as novices cannot earn points or titles.
O: Dogs competing as novices cannot qualify towards the championship.
P: Dogs competing as novices are not allowed to pull a weight heavyer than 15 times its bodyweight. The judge can stop a novice-dog anytime he feels the dog has done enough for the day.
Q: Competing as a novice should only be looked at as a way to gather experience for the dog and handler.

Sektion 12 – Correct Behavior From Handler and Dog
A:
All competitors (handlers, owners etc.) are responsible for their dogs actions.
B: All uncontrolled dogs will be excluded from the show.
    a. This uncludes uncontrolled agressive behavior towards other dogs.
    b. Uncontrolled agressive behavior towards officials, other competitors and spectators, including veterinarians and judges.
C: Poor sportsmanship towards dogs, competitors, spectators, officials etc. will lead to disqualification of the handler and all dogs entered by that person.
D: The dog (handler) that is disqualified due to uncontrolable aggression or unsportsmanlike conduct, can not earn points, titles or prizes.
E: A dog that is disqualified the first day in a twoday show will not be allowed to start the second day either.
F: Abuse of any dogs before, during or after the show will be tolerated.
G: Handlers are responsible for cleaning up after their dog(s).

Sektion 13 – Officials
A:
Organizer of the show is responsible for:
   
a. all necessary equiptment needed to host the show is available.
    b. complete all paperwork and send it to EWPL Board of Directors. This includes resultreport, organizers report, chiefjudge report and veterinarianreport.
    c. confirm that all EWPL rules have been followed and that no dogs have been harmed in the show.
B: Chief Judge is responsible for:
   
a.   supervising all aspects of the show, including registration, weigh-in, setup and competition.
    b.   shall make all final decisions on questionable or judgment calls.
    c.   shall report all disqualifications and complains on the judges report.
    d.   chief judge can disqualify any handler for unsportsmanlike conduct before, during, or after the pull.  No fee will be refunded to any handler that is disqualified.
    e. confirm that all dogs are in condition to compete.
    f. confirm that all apprenticing judges followed all EWPL rules.
    g. conducting the handlers meeting. On handlers meeting the weight-incriments in the classes are decided. Handlers not attending the meeting will not be heard.
C: Cart Marshalls are responsible for:
   
a. safe loading and even spread of the weights on the cart.
    b. confirm that the right weight is on the cart at any times. When weight has been added to the cart, marshalls must clearly state this to the secretary.
    c. hooking/unhooking of the dogs (if handlers does not prefer to do it themself).
    d. maintain the surface on the track (only allowed between classes).
    e. cart marshalls are not allowed to stop any dog trying to go backwards on the track or pulls the cart backwards. Handler or judge shall make the call.
    f. cart marshalls are not allowed to slow the cart down before the pull is completed by signal of the judge.
D: Weightclass Judge is responsible for:
   
a. calling and timing of the pull.
    b. announcing which dog is to pull next.
    c. upholding the EWPL rules by giving clear instructions.
    d. making sure the right weight is on the cart in given timeframe.
E: Secretary is responsible for:
   
a. announcing the order in which the dogs pull.
    b. recording the time of the pulls.
    c. recording handlers passes.
    d. making sure the right weight is on the cart in given timeframe.
F: Pit Boss is responsible for the Holding Area, including:
   
a. announce which dog is next to pull.
    b. keep order of the startinglist at any time during the class.
    c. communicate passes to the secretary.
    d. make sure an official is present if a dog has to leave the holdingarea to go to the bathroom.
    e. run the class as smoothly as possible, making sure the handlers are ready in given time.

Sektion 14 – Organizer´s Choice:
A:
Startingorder of the classes can go from heaviest to lightest or visa versa.
B: Usually the classes is reversed the second day of a two-day show.
C: Classes will run from lightest dog to the heaviest.

Sektion 15 – Holding Area
A:
A holding area big enough for holding all competitors in a weightclass must be supplied.
B: All dogs competing in the class must remain in the holding area during the class. Handlers in the class to pull, must find themself in the holding area before the class begins, or the dog(s) will be disqualified.
C: If a dog has to leave the holding area to go to the bathroom it must be accompanied by an official.
D: No food or treats are allowed in the holding area. Handlers can have beverage for themself, and only water and a waterbowl for the dog(s).
E: Holding area must be seperated from the spectators area.
F: Holding area can not be placed in front of the track unless it is seperated by a wall or similar.
G: Only dogs in the current weightclass are allowed in the holding area. When the dog has finished the class it must leave the holding area.
H: All dogs must be supervised in the holding area. If a handler has more than one dog in the same class, all dogs but the one next to pull must be caged.
I: Handlers are allowed an assistant in the holding area. The chief judge will decide if there is anough space for assistants.
J: Junior handlers should be accompanied by an adult assistant in the holding area.
K: All dogs in the holding area must have access to a cage if needed.

Sektion 16 – Weight Pull Shute
A:
The width must be between 3.0 and 6.0 meters
B: The length must be atleast 11 meters.
C: The shute must continue atleast 3 meters after the finishline.
D: The surface must be the same all over the shute area.
E: If the shute is not level the pulls must be in the uphill direction.
F: Surface can be made of grass, dirt, grabble and carpet.
G: Surfaces like cement, asphalt, sand or concrete are not allowed.
H: The surface of the track can only be groomed in between classes. Exceptions are the start and finish lines that can be fixed between rounds.
I: A return area must be setup for the dogs to return to the holding area. The return area has to be separated from the spectators area.
J: The only repairs that may be done during the competition of a weight class are those that could affect the safety of the competitors. Such allowable repairs would be fixing a broken fence panel, or repair a section of the rails. Repairs to the pulling surface such as filling in holes are strictly forbidden.

Sektion 17 – Weight Pull Shute (Rails)
A:
No barriers is required.
B: The surface of the track can only be groomed in between classes. Exceptions are the start and finish lines that can be fixed between rounds.
C: Surface can be made of grass, dirt, grabble and carpet.

Sektion 18 – Shute Barriers
A:
Barriers must be atleast 90 centimeters high.
B: Barriers must run through the entire lenght of the shute, and exceed atleast 3 meters behind the finishline.
C: Barriers must be made by a material and shape strong enough to hold back all types of dogs.
D: Barriers are placed along the outer edges of the shute.
E: A barrier to seperate the spectators from the shute is required to be atleast 1 meter from the shute barrier.
G: The strenght of the crowd barrier will be decided based on the amount of spectators.

Sektion 19 - Shute Barriers (Rails)
A:
No shute barriers is required.
B: A crowd barrier must be set up atleast 3 meters from the outer line of the shute.
C: The strenght of the crowd barrier will be decided based on the amount of spectators.

Sektion 20– Cart (Wheels)
A:
The cart must be able to safely carry a load of 2500 kilogram.
B: The cart must have 4 pneumatic wheels:
    a. All wheels must be the same size.
    b. All tires must be filled with the same airpreasure from the beginning of the show.
    c. The airpreasure can not be adjusted during a class.
    d. Wheels must be between 25 centimeters and 46 centimeters in diameter.
    e. The cart can be no wider than 180 centimeters (incl. wheels) and no longer than 240 centimeters.
C: A spare wheels must be available. If a tire bursts or breaks down it is the Organizers responsibility to make sure the competition can go on under the same surcumstances.
D: The briddle:
    a. Can be made of nylon or rope. Chains or cables are not allowed.
    b. The briddle must be between 150 centimeters and 180 centimeters from the startingline to the hooking point.
    c. The bridle must be clasped.  No ties or knots are allowed.
    d. The bridle must be in a "v" shape.
    e. The clip must be able to slide freely on the bridle.
    f. Cart must be equipped with ropes at the back of the cart to stop and pull back the cart.

Sektion 21 – Cart (Rails)
A:
The cart must run on the outside of the rails.
B: The platform of the cart must not exceed more than 30 centimeters over the side of the cart.
C: The cart must be equipped with a briddle that is between 120 centimeters and 150 centimeters measured from the front of the cart to the hooking point on the dog. The briddle can be V- shaped or run in a straight line and must be made of rope or nylon.
D: The cart must be equipped with a rope at the back of the cart to brake and pull the cart back to the startingline.
E: The cart must be equipped with a brakesystem to prevent the cart from rolling after being stopped.
F: The weights on the cart can not exceed the platforms edges.

Sektion 22 – Railsystem
A:
Rails can be round, v-groved, or flat.  And matched with acceptable casters. The weight being pulled must be less then the maximum capacity of the casters.
B: Provisions need to be in place to stop the cart at both ends of the rails.
C: Rails must be adjustable for leveling.
D: The level of the rails can be angled from flat to a maximum of a 15 centimeters incline.  Unless it is required to comply with
Section 23 – C, pulling should be level or in the uphill direction. 
E: The rails must be between 50 centimeters and 170 centimeters apart.
F: The pulling surface must be at least 7.5 meters in length from the starting line.

Sektion 23 – Weights
A:
Enough weights must be available to complete any pull. Weights must be consistant and shaped for safe stacking.
B: Maximum height for stacking weights is 150 centimeters.
C: If the host or chief judge anticipates weight to reach such a level that the weight stack will be higher than 150 centimeters, they should either decrease the air pressure of the tires for wheels, or increase the pulling angle of the track on a rails track.

Sektion 24 – Procedure For a Correct Pull
A:
All dogs must pull the cart 4.80 meters in 60 seconds or less from startingline to finishline. If the dog has started pulling and 60 seconds is passed, the dog is allowed to keep pulling untill the cart stops. If the cart stops before the finishline the attempt is a "no pull".
    a. All pulls must be timed with a clock cabable of timing 1/100 of a second. All pulls will be recorded with 1/100 of a second.
    b. Time will start when the handler gives a sign to the dog, or when the dog makes a forward motion..
    c. Handlers can not move forward prior to releasing the dog. If the handler moves forward before releasing the dog the handler will be asked to start over. Second violation of this in the same round will result in disqualification of the dog.
    d. If the dog doe not move forward and the handler does not give a command, the judge must start the time when 1 minute has passed and announce that the time has started.
    e. The judge will give warnings of time left if requested by the handler. Typically 30 seconds and 45 seconds warnings.
B: The dog that is next in order to pull shall be positioned in a designated on deck circle.
C: Handler may position the cart anywhere on the starting line. Once the handler has agreed to the positioning of the cart they can not request to have it moved again. The handler should instruct the cart marshals to reposition the cart prior to them pulling the cart back.
D: Once the cart is set on the start line, the handler can not request a test roll of the cart.
E: The cart shall be placed on the starting line when the handler is in the on deck area.
F: Handler shall set the dog between the rails or tires.
    a. The bridle may have enough slack that it lays flat on the pulling surface, but not so much that it is twisted.
    b. The dog must remain set for one full second prior to the handler getting the signal from the judge to proceed..
    c. If the dog is released prior to this the judge will ask the handler to restart again. Second violation of this in the same round will result in disqualification of the dog.
    d. Once the handler is more then arms length away from the dog, they can not return to the dog and need to proceed directly to past the finish line.
G: After releasing the dog, the handler shall proceed directly to the finish line with out communicating to the dog.
    a.   The dog may commence pulling prior to the handler reaching the finish line.
    b.   If the handler chooses to drive the dog, they must position themselves behind the front of the cart prior to communicating with the dog. While driving they can not touch any of the equipment or dog until the pull is complete.
    c.   The handler may not make any communication with the dog prior to crossing the finish line or behind the front wheel when driving the dog. If the handler communicates with the dog, the dog will be disqualified and recorded as a no pull.
    d.   The handler may not come in contact with the dog or equipment after releasing the dog until the pull is completed. If the handler touches the dog or equipment prior the judge calling the pull the dog will be disqualified and recorded as a no pull.
    e.   Once the handler crosses the finish line they can communicate with their dog.
    f.    Once the handler has crossed the finish line, they cannot cross back over the line or touch any part of pulling surface, including the barriers. The handler may touch the barrier past the finishline.
H: Only one handler can communicate with the dog during the pull.
    a.   That includes hand singles, calling, or rhythmically clapping.
    b.   Communication can be given to the handler by others, but can not include the dogs name or handling commands.
I: Consistent weight increments shall be used through out the pulling competition.
    a. The starting weight shall begin with the empty cart.
J: A handler may enter thier dog at any weight of their choice.
K: Handlers have unlimited passes between rounds, once you enter the weight pulling competition.
    a. A handler can pass any time prior to hooking of their dog, but handlers are encouraged to announce their passes as soon as possible
L: If the equiptment fails, the handler has 60 seconds to fix it. If the handler can not fix the problem within the timelimit, the handler can pass that pull. If the problem however is fixed in time, the pull will continue from the same point where the cart stopped. Equiptment failure is not concidered a tangle.
M: Baiting is not allowed. This includes all kinds of toys, treats, whips and squeeky objects. This includes before, during and after a pull.
N: The handler must give the leash to the cartmarshall. The dog can not be on a leash when pulling.
O: Dogs can compete with regular collars, round, flat or choke, or without a collar. Dogs can not compete with any type of trainingcollar, spiked collar, weighted collar, electrical collar etc.
P: The dog that is on deck must be in the designated area prior to entering the track. Next dogs to pull has to position themselfes in a orderly line. Dogs competing in the class must be ready in the order in which they pull.
Q: No dogs are allowed in front of the finishline when a dog is pulling. This includes spectators dogs.
R: The dog that pulls the most weight pound for pound (P4P) shall be declared the winner of the weight class. If two or more dogs tie at the same P4P, the dog that pulled the round quicker shall be declared the winner.
S: A handler can enter a unlimited amount of dogs in the same weightclass.
T: No adhesives, stick-um, or boots may be worn by the dog during the pull.  Only water can be applied to dogs feet prior to a pull.
U: Handler may request a 3 minute rest period, if their turn to pull comes up again in less then 3 minutes since his last pull.
V: A tangle will be called by the judge if the dogs gets caught up in the equiptment in a way that can harm the dog.
    a. The dog will then be hooked on again and the pull continues without the handler correcting the dog more than necessary.
    b. The time will stop when the tangle is called and will resume when the dog makes a forward motion or the handler calls the dog.
    c. The cart or the dog can not be replaced on the track, unless it is in direct conflict with the barriers. If the cart is in conflict with the barrier it is allowed to adjust it. If the cart has to be moved backwards in order to position it, the cart must be moved back to the startingline.
    d. Only one tangle per round is allowed. A second tangle in the same round will result in a no pull, disqualification.
    e. If a handler intentionally tangles his dog, the dog will be disqualified.
    f. A dog stepping out of the harness is not a tangle in itself. It is up to the judge or veterinarian to make a judgement call in this situation.
    g. If a dog tries to go backwards on the track or pulls the cart backwards, the judge will call a tangle if the dog is at risk.
    h. A tangle can only be called by the judge. The handler can point out a tangle to the judge, but the judge has to call the tangle before the handler can approach the dog. The judge has the right to deny a tangle.

Sektion 25 – Handlers with Disabilities
A:
Preperations will be made for handlers with disabilities to be able to compete (for example a helper to hold the dog while the handler proceeds to the finishline etc.). If such steps are required the judge should be told before the weightclass begins.

Sektion 26 - Complaints
A:
All complaints must be presented to the judge emediatly. The chief judge has the final word in all complaints.
B: All complaints given in after the show will be disregarded, since all complaints must be presented to the judge when occuring .

Sektion 27 – Alcohol
A:
No officials or competitors are allowed to drink alcohol before or during the show.

Sektion 28 – Drug Tests
A:
EWPL has the right to conduct random drugtesting during a show. All handlers will be informed about the details at the handlers meeting.

Sektion 29 – Changing of EWPL Rules
A:
Changing of the rules can be done by a simple majority vote by the countryrepresentants, unless otherwise stated.
B: A simple majority vote is more than half of the countryrepresentants.
C: All rule changes will take effect at the start of the next season.

Sektion 30 - Apprenticing for EWPL Judge
A:
In order to become a EWPL judge you have to atleast judge 3 different weightclasses, on 2 different occations, along side with a EWPL judge.
B: Apprentices will have to pass a written EWPL judges test.
C: When A & B is complied in full a license will be issued by EWPL. This licence is necessary in order to judge a EWPL show.
